Sir I am facing power limit throttling with my Dell Precision 5520
i7-7820HQ CPU @ 2.90GHz

Any power limit throttling implemented is being done by the vendor (Dell in this case). You need to be talking to the vendor about what they have done.
My opinion? Power limit throttling is implemented for two reasons: (1) to make up for having a crappy, substandard cooling solution and/or (2) to make their battery performance look better than it really is. Either reason is evidence of a scumbag company cheating their customers!

Sir there is no service centers or costumer repair centers in Karachi, Pakistan. so how can I repair ?
Sir I Have Found A temporary solution to this problem
BY CHANGING THE VALUE OF TURBO BOOST SHORT POWER MAX / TURBO BOOST POWER MAX FROM 40W TO 42W IT WILL Temporarily stops the power limit throttling and when its starts again I change the same value and go to 40W again but this solution is not permanent I need a permanent solution to this problem.

I would like to inform you that the Intel® Extreme Tuning Utility (Intel® XTU) is only for the unlocked processors ("K" and "X" CPUs), it may not work properly with the other processors. I recommend you to check with DELL (could be via phone, chat, web ticket) and ask for compatible monitoring tools for your device that are approved by DELL.
You may need to report this behavior with DELL and that should provide you with settings to help you with the power consumption and/or temperature control. Also, for more information about the "Power Limit Throttling" please check the following link:
