Pc lags (Gaming and Browser)

Hello intel support: In recent days my Pc has begun to lag whenever I play games or when I have multiple windows open. My i7 9700k processor is alwys at 100% utility, even though in the past it coul handle all the games with ease.

Please tell me how where the problem is and how I could resolve this issue.
