My I5 14600KF CPU is maintaining clock boost on desktop use. However, during the game, the clock drops and remains at the base clock.

This is not abnormal. Depending upon the state of the processor (cores active, temperature, voltages, etc.), the Turbo Boost capability will not have the headroom to activate. For more information, consult these resources:
