I have a processor intel core i5 4210U.I must say that it does not work: a discrete graphics card burned out, the battery is dead. I noticed that the technology Turbo Boost does not work under load. Processor Speed always ~ 800 MHz. I dropped the BIOS settings, remove the battery from the motherboard. Nothing helped. What I should do?

Intel® Turbo Boost is a technology that allows the processor to dynamically increase the clock speed depending on temperature, power, current, workload, and the number of cores currently in use and the maximum frequency of the active cores.
Intel® Turbo Boost engages automatically and, usually, the only option available is to enable or disable it through the system BIOS, so you may check if the option is enabled in your system BIOS.
If you do not find the option in BIOS or if it is not working at all we suggest contacting your http://www.intel.com/support/oems.htm system manufacturer for further assistance since they may limit the available options in the BIOS setup screen.

Технология включается, если я перехожу на питание от аккумулятора, но при работе от сети не работает. Ссылку я посмотрел, но у меня и так по умолчанию были сняты галочки. В биосе опции нет.

Being that the case, I strongly recommend contacting your http://www.intel.com/support/oems.htm system manufacturer, your processor Turbo Boost should work and if it is not working I'm sure they will be able to help you better or explained the reasons because system manufacturers can limit processor features.
