As the P cores and E cores are activated in the BIOS there is one way in which CPU-Z could be reporting only 6 P cores.
In Windows bring up the Search/Run box and type msconfig to activate the System Configuration utility. Then select the Boot tab and click on the Advanced Options button. This will display the BOOT Advanced Options screen. There is an option on this screen called Number of processors. If this is selected it makes available a dropdown showing the total number of processore. A processor in this context is either a physical core or a hyper-thread. So for a 14900K is should show 8 P cores + 8 hyper-threads + 16 E cores = 32 processors.
What may have happened is that this facility has been used to limit the number of processors to 12 (6 P cores + 6 hyper-threads). If this is the case you should see what is shown in the graphic below (from Windows 11)
What you need to do to restore all processors is to deselect the Number of processors option. Then click OK and on the next screen click on Apply. A restart will be required. After the restart the number of processors should be restored to the correct total.
