I am experiencing this issue since many years i tried almost every solution online from the internet, i mean setting profile to high performance and making ultimate performance plan etc.. but still im not able to achieve 2.26Ghz or even more than 1.20Ghz my laptop is not letting me get more than 1.20Ghz that's why it is kinda slow this processor is:
Intel® Core™2 Duo Processor P8400 (3M Cache, 2.26 GHz, 1066 MHz FSB)
and laptop is Dell precision M6400 workstation.
i tried windows 10 home, then windows 10 pro, windows 7 pro & now windows 8.1 pro (kinda better than the others) but still limit fixed at 1.20Ghz not more than that even i tried to put load on cpu, i also have a i5 processor on a acer laptop and on balanced plan even it gives perfect 2.92Ghz.

This processor is over 12 years old. There are a *myriad* of possible things that could be going wrong. The most likely see the processor overheating and being throttled as a result. This can be caused by a number of things:
- The vents on the laptop allowing cool air to enter the chassis are clogged with dust and debris. Using a can of compressed air, attempt to clean out these vents.
- The blower(s) used to move air inside the chassis have stopped working. Only replacement can alleviate this issue.
- The thermal interface material (TIM) facilitating heat transfer between the processor and heatsink has dried out and is no longer efficiently transferring heat. In this case, only the replacement of this TIM will fix this issue (if you are knowledgeable enough to do this). I recommend using something like Arctic Silver 5.
