Really sluggish machine (i5)

All I run is Zoom, Chrome, Plex and Office. Up until a month ago my computer handled it beautifully. 

My machine is averaging 70% CPU with a LOT of spikes.

I tried formatting the drive and reinstalling Windows 10. (see attached). I tried changing the Power Options. I installed Intel Driver Support Assistant -- nothing 

Ran 4 different Malware/antivirus programs

It will run fine -- then suddenly CPU has a LOT of spikes and nothing moves. 

According to 'WhySoSlow' my average CPU speed is stuck at 570MHz. 

Ideas really, really, really appreciated
