I suggest that you place your PC in Safe Mode with Networking and check if the issue persist in the above mode as well. Safe mode starts Windows in a basic state, using a limited set of files and drivers. It can help you troubleshoot problems on your PC.
If the issue persist in the above mode, I suggest that you place your PC in Clean Boot to check if there are any conflicts in your PC that might have caused the issue. A clean boot is performed to start Windows by using a minimal set of drivers and startup programs. This helps eliminate software conflicts that occur when you install a program or an update or when you run a program in Windows
