Hi,
I was wondering if there is a fix to the Skylake power management on windows 10 x64 build 2004. Processor datasheet shows C1-C10 Cstate capabilities on technical documentation(pg 60 "Intel 6th-gen-core-family-mobile-u-y-processor-lines-datasheet-vol-1"). Monitoring available C states via throttle stop app shows entering a max C7 idle state. Checking with powercfg -energy shows that APSM for PCI express power management is disabled due to bug , which i may suspect it prevents C10 State. Please advise on how to achieve C8-C10 idle state on processor.
Things done
set APSM via Control Panel->Power Options->PCI Express Power Management -> Max power savings +Disable USB Wake timers
Installed latest chipset ,intel igpu/dgpu drivers ,

Hello codexassemble
Thank you for posting on the Intel
You can modify C-States through the BIOS and Window/Power Management settings, but you need to check with the OEM which are the best values for your system. Changing/modifying C state values can make your CPU throttle its power usage when idle.
Intel® cannot advise how to change those settings. Different factors need to take into account; customizations, limitations, cooling system, and others. We can provide information for the c states, available in the datasheet, but you will need to check with the OEM which is the best configuration.
