In regard to the voltage of the processor, there is a specific range for the unit, it goes from 0.55 to 1.52GHZ, as long as the processor is working within that range then it should be fine, please verify page 114:

We always recommend to use the PC at stock configurations with the default BIOS settings. Third party tools might have misreadings, we do have a tool to test the processor that it is very reliable, it does an overall test on it and if it passed the test it indicates that everything is normal with it:
