Replaced every single system part of mine, after endless amount of time trying to pin point the issue I just cant.
Things i've tried:
1. Reinstalling the os, secure erasing ssd's, clearing the CMOS, updating bios / uefi firmware, changing motherboards.
2. Disconnecting everything from the system, clean driver installs, checking temps, monitoring the system etc, checking for malware, you name it.
Strange things that i've noticed so far:
When using my browser in the background and playing a video, which is >60 fps, that is - 120 fps, the cpu randomly jumps to 100% usage on almost every core but it is not persistent?
Having apps open in the background like Discord, Steam, Browser or anything of that sort makes games lock up?
Playing video in the background (locally) through a video player and recording the game with obs studio with x264 encoding probably doesnt make the game lock up as much but i'm not too sure.
Should the 6600k / 10700k's be brought to their knees when lightly multi tasking? The only part that I haven't truly replaced was my PSU.
I've ordered an i3 10105F for troubleshooting purposes and yet to order a different power supply.
Also my cpu might have suffered from heat damage it seems? I'll attach a picture below:
Really, my system can't do any kind of real time scheduling tasks or anything related to that.
What would be the best way to troubleshoot this kind of issue if it's even related to the CPU?

You did not name the motherboards you are using.
And, what anti-virus product are you using?
What OS are you using?
Provide more detail. Since you have tried two different processors, you should not be blaming the processors.

Current motherboard: Asus z170 pro gaming
Current processor: 6600k
Up to date motherboards: z490 msi unify, gigabyte aorus master.
Antivirus: Windows defender (currently disabled), malwarebytes (uninstalled) since both found nothing I've reinstalled the operating system multiple of times there should be no software malware. Anyways, highly doubt its malware.
OS: W10 21H2 19044.1826 (fully updated)
Anyways, as you've said that I should not be blaming the processors, but they do spike to 100% (at least the 6600k does) doesn't the problem point to the cpu kind of? Maybe this is the wrong forum to post in, but nobody has yet solved this issue.
Providing more information: When recording with NVENC encoder the stutters do happen, but they're impossible to notice on my side? With a 3000 series graphics card that is, I havent checked it they stop showing up on my side with 1000 series GPU when recording that is.
CPU Is running at completely stock settings, Turbo boost disabled 3.5/3.3ghz
Ram: Jedec settings, with XMP disabled: 2133mhz

If I mat jump into the conversation and to have a better understanding of your issue, please provide me with the following:
When did the issue start?
You mentioned 6600k spikes to the 100% workload. Do you experience the same behavior with the 10700k?
You also stated that the game locks up when you Play video and record the game. Do you suffer the same lockup issue when you only run the game? Could you try to replicate it when recording into a lower resolution, or only play the video while playing the game?
Again, you expressed that the stutters happen in-game, but it doesn't appear on your side. Could you explain in more detail what you mean? Does the stutter only appear on the recording?
What is the name of the games you are having issues with?
Create a report using the Intel
• Download the Intel SSU (https://www.intel.com/content/www/us/en/download/18377/25293/intel-system-support-utility-for-windows.html)
• Open the application and click on "Scan" to see the system and device information. By default, Intel
• Click on the menu where it says: "Summary" to change it to "Detailed View."
• To save your scan: click on "Next"; then "Save."
Also, if you want to test your CPUs, you can try and run the Intel® Processor Diagnostic Tool. (Intel
• Download the Intel
• Once installed, the Intel® PDT starts testing the processor using the default configuration. Two windows might appear to show the test is in progress.
• When the Intel® PDT completes, the testing status will display either a PASS or FAIL.
Alternatively, you can open or save the test results file every time after the test run by clicking on file > view results file, file, then, save as to any location you specify.
