I have laptop with T2080 cpu, can i replace it with T7250 cpu?

Please contact the laptop manufacturer so they can provide you a list of fully supported processors for your laptop, that way you can determine which processors will work on it.
Keep in mind that the compatibility between Intel processors and any laptop system is determined by the laptop manufacturer, not by the processor manufacturer.

Been down this road , installed a t-7200 to replace a T-5500 / 1.6 to a 2.0 not a big performance gain , Than I installed a SSD hard drive , than I got a big performance increases.So save you $ and get a SSD .

Core 2 Duo T7250 will not work in your laptop because it uses different socket (socket P). You need to look for compatible socket M processor.
