First of all, the temperature with Windows 10 idle should be below, say, 45c. If it is not, then there is something wrong with the cooler. At idle (and fan at its minimum speed), the cooler should be able to keep the temperature this low. That it is not maintaining this level is an indication of a problem.
At the other end of the spectrum, above, say, 85c, the cooler's fan should be running at 100% duty cycle (i.e., full speed). Is it? If not, you need to change the fan speed control settings in the BIOS. It could also be an indication of a problem with the cooler.
So, cooler problems, causes are:
- TIM (paste) not properly installed (too much, too little, not applied evenly).
- Cooler not properly mounting on the processor (even pressure across the four mount points).
- Fan Speed Control programming in the BIOS is not effective.
- Cooler is insufficient for the processor (not extracting wattage, not providing proper thermal mass). Get a better one.
- Cooler is failing.
Hope this helps,
...S
