I have an Intel Core i7 4790K processor on an ASRock Z97 Pro4 motherboard and can not get the TPM 2.0 to enable

If you are trying to use PTT, according to article What Is TPM and Its Relation to Intel PTT?,

Whether support for PTT is included in your motherboard, it was, in fact, supported in some platforms with older processors, but it will depend upon what the BIOS supports and what version of the Intel ME F/W is installed. You'll have to ask Asrock Support if they supported this capability (likely not, considering that they support the addition of a H/W TPM).

As for a H/W TPM added to the board (I see there is only mention of a TPM connector in the motherboard specs), that's within the purview of the motherboard and its BIOS capabilities and you will have to take that up with ASRock Support as well.
