Thermal Throttling i9 12900H

I have a 12900H in a Strix 15 under volted to 70w base and 80 w boost. Multiple stress tests put the CPU at 100% utilization running around 3.3Ghz and 0 thermal events for the multiple 10 min tests using Cinebench. Temps would max out around 72C. I'm happy with that as my main goal was to stop the thermals.

 

Tested gaming on COD and CPU utilization would hover around 50-60%, temps around 70C, but constant thermal throttling events and the clock maxing out at 1.8ish. Never messed with under volting or OC/UC so could be missing something silly, but seems if temps are the same and utilization is almost half of what it was in the stress test, it shouldn't be throttling?

First, I would like to explain that temperature spikes are an expected behavior while running workloads, such as games. Intel processors constantly monitor their temperature and can rapidly adjust their frequency and power consumption to prevent overheating and damage, as you can verify in this article: Seeing Temperature Spikes when Playing Games on Systems with Intel® Core™ Processors 

 

Also, I would like to let you know that altering clock frequency or voltage may damage or reduce the useful life of the processor and other system components and may reduce system stability and performance. If the processor is used outside of its specifications, the manufacturer's warranty may be voided. 

 

To test your processor's health, please run the following utility and attach the report so we can check out the results:
