Recently have spotted in new build PC those errors:

This device cannot start. (Code 10)

Insufficient system resources exist to complete the API.

Those are in a bit less than 10 system devices from Intel.

What to do to solve those?

We understand that you are experiencing multiple error messages with your newly built system. Since the code 10 error is present on many Serial IO devices, you should consult Gigabyte support for further recommendations. Your system may need to update your Chipset drivers, and you should consult if you have the latest BIOS version available. We understand that these are Intel drivers, and they are indeed developed by Intel; however, these drivers are shared with OEMs to adapt and implement these drivers to their systems.

Final add to support Gigabyte:

"I guess we have the final of our way to Golgotha, the board dead in gaining any sound from any microphone connector nor different mic. It will be time to say goodbye to miserable product and even worse support. The Mics appear but falsely and do not have option to boost nor have any gain from them. It is on 3 Systems there 10, Enterprise and 11 the same just hardware disappeared. @ days ago it was OK now is down."

I feel I have to be reimbursed by all those 3 licenses for systems, as I will not touch any Gigabyte product anymore.

Nevertheless, the best approach would be to continue the conversation with them and seek further recommendations. Gigabyte can conduct a hardware inspection of your motherboard to determine if there is a physical problem and replace the product if needed.

I spent 2 months searching and trying, instead have fun from new good PC, nothing is like expected.

No question about it - if it works, then it works.
The gigabyte of garbage is producing, but then you will notice when something doesn't work.
Example on this board: You want to upgrade or replace RAM.
You are looking for RAM in the compatibility list for the Z590 Vision D. Then let's face the challenge that 80% of the product numbers listed on this list are not purchasable at all. But that's another topic. You can find the exact product name, buy the RAM, plug it in, boot... it beeps.
Is there anything about beep codes in the Gigabyte manual? no.
It doesn't matter, there's the debug LED.
It glows 4C. Is there code 4C somewhere in this manual? no. There are 50 different codes - 4C is not included. Why is a board developed with error codes and not included in the manual?
The state before the 4C code is relative C1. The C1 code can even be found in the manual: C0-C4 = Reserved.
Yes that helps...
Don't get me wrong: you'll find the solution. Google helps. But then I don't need deluxe boards with debug LED if it's totally useless.
Back to this example: No, the board does not accept the exact product number of its compatibility list. There's no chance. Sent RAM back, it doesn't work.
If I can't believe the compatibility list, what's the use of it?
Other than that, there are a bunch of other issues with the Z590 Vision. Google it. Endless boot screens, 40 seconds until the boot starts, or they get into the BIOS. Problem never solved, BIOS updates is of no use. Official Gigabyte support is non-existent.
So if you can, good.
But Gigabyte is not trustworthy to me as a motherboard manufacturer. The stuff isn't thought out, docs and support are for the ton, I don't feel like reading through forums for hours and finding out: they all have the same problems and no solution.

...so nothing to add. I am really blessed and happy as can be, as Amazon agreed to take it back together with freaking Corsair 64 RGB Ram 3600 which would not fit to any other MoBo. But lost time, energy and started to feel disgust to computing: never expected that it may happen, after 45 years in cooperation with this subject, all the way having fun and pleasure...
