Hi,
I am owner of Alienware M17xR4 (2012).
My C.P.U. is Intel Core i7-3610QM (2.3Ghz Base Speed - 3.3Ghz Turbo Speed).
Since 2015 until now 2020 my C.P.U. is working only at 2.3Ghz.
When I set from my B.I.O.S. Turbo Boost Mode: Enabled then my computer Crash in about 10-13 seconds when loading Windows 10.
When I set from my B.I.O.S. Turbo Boost Mode: Disabled then my computer Work but Slow.
I tried all kind of options, settings, installations.
I believe the problem is in hardware and i cant understand if it is C.P.U. problem or MotherBoard problem.
Who know,
How can i test this 2 parts?
I order a new C.P.U. but i will received in 1-2 months from now.
Is there anyone who has the same problem even with a different model C.P.U. ?

Sounds like a dell bios problem to me. I would contact Dell for support.

I have already install the latest B.I.O.S update version A.15 since 2018.
There isnt any newer or better version today.
Also i try to communicate with Dell.
They asked me for my Service Code and and when i gave to them and they saw that has expired then they told me that they cant help me.
Warranty:
Expired 16 AUG 2016.

A "new" bios can have errors.
There is nothing that can be done here. Your processor is discontinued and not supported.
You can try replacing the processor with a used one, you can try replacing memory.
Other than that, there is nothing that can be done.

I bought a new PSU and the power was the same Volts and same Amps stable.
I bought 3 Pair of RAMs Kingston, Corsair, G.Skill (2x8)=16GB, 1600Mhz.
I bought 2 New SSDs SAMSUNG 860 PRO (2x2TB)=4TB.
Now I am waiting to receive my New CPU and my New GPU.
For to test with New Parts.

Intel Turbo Boost Technology runs when the processor is working in the power, temperature, and specification limits of thermal design power (TDP). Good system integration and thermal design are crucial to get the benefits of Intel Turbo Boost Technology.
Regarding your concerns, you may run the Intel® Processor Diagnostic Tool to verify the functionality of an Intel® microprocessor. The diagnostic tool checks for brand identification, verifies the processor operating frequency, tests specific processor features, and performs a stress test on the processor.
Make sure you download the proper version of the tool (32 or 64 bit) depending upon the Windows® version running on your system.
Before running the tool we recommend loading BIOS defaults, then please disable Intel® Turbo Boost Technology in BIOS and run the test. Once the test is done, please enable Intel® Turbo Boost Technology in BIOS again and re-run the test to see if the problem persists.
Regarding how to test the functionality of the "other parts" (motherboard, BIOS, thermal solution), this is something out of our scope. We recommend checking your computer manual for troubleshooting suggestions. Sometimes, there is a section like "Maintenance and Service" and some systems include built-in functions to run customized tests for that particular system.
In this case, the best channel of support is the computer manufacturer (Dell* support) since they are the ones that handle all the technical details about the system, BIOS, and thermal solution. You may also try the Dell Community* to get help from other DELL™ users.
Also, we checked the Dell* website for this computer but we couldn't find drivers available for Windows® 10 so we are unable to recommend driver updates; however, you may double-check this with DELL* (or the DELL* Community).
Finally, Intel Turbo Boost Technology once enabled works automatically under operating system control. In this case, you may try a clean installation of the operating system (OS) to discard OS issues. If you are willing to try this, make sure to back up all your data and check before with the support team of your applications (e.g. licensing information, etc) and with Microsoft® Support* for proper guidance.

The problem still exist.
Also I have done the Test with Intel Processor Diagnostic Tool and haven't find any problem as long the Turbo Mode is Disable.
When I enable it then Crash from the beginning.
I try to contact with Dell but haven't support me cause warranty has come to an end.
I had done a topic in Dell Forum but they are not answer.
Life is difficult.
No money to buy a New Alienware Area-51m R2.

Thank you for your patience in this matter.
After checking this further and hoping that the tests were performed in the order we recommended, since the results are showing that the tests are passed, at this point our recommendation is to try to contact Dell* through the different channels of support they have available, including DELL* community.
We understand that you have had some difficulties contacting them; however, the reason for this recommendation is that this seems to be an issue related to other components (e.g. motherboard, chipset, etc) or related to firmware/BIOS, etc, for which we don't have access to their technical details, meaning this, it would be out of our scope.
We understand that you are waiting for a new CPU. In the meanwhile, our recommendation is to keep working with DELL support or Dell* community and once you received the new CPU, you could try a CPU swap test if the issue still persists by that time.
