Unable to set CPU Frequency with Quanta's Server running EMR QS processor

Issue : Need help with how to change/set frequency settings

No change with cpufreq tool

cpufreq doesn't exist at /sys/devices/system/cpu/cpu*/

I wonder if it is a BIOS setting that I can change to solve it. Appreciate any pointers?
