Usable RAM

I have an Intel atom cpu D410 with 1GB RAM. I try to upgrade my RAM by replace it with (2) 2GB RAM( 2GB each slot). At control Panel, I see Installed memory(RAM) was 4GB(2.00 GB usable). What do the '2.0 GB usable' mean? Did it mean that 1 of the RAM is not functional?
