Utility to indicate if TCC is active?

For a quad-core Xeon 5400 series CPU, I'm looking for a software utility for Windows and/or Linux that will indicate whether or not TCC is active. (See Section 6.2 of 5400 Series Datasheet, 318589-005.) The Intel Desktop Utilities might work?, but it looks like this software is specific to Intel-brand motherboards. I'm using a Supermicro X7DBR-3. Many thanks.
