Just build my new pc and put my i9-13900k cpu. Until now I have see that the voltage is at 1.412 voltage and temperature is in 35 up to 38 celcium in idle situation. I never try to overclock or underclock. I deactivated motherboard's choice to handle my cpu. Furthermore I have the default values on motherboard except the choice of my cpu. Is it normal situation to work like this?

Our specifications are designed to allow the processor to run by design for the life of the processor. Intel processors/chipsets are individually calibrated in the factory to operate on a specific voltage/frequency and operating-condition curve specified for that individual processor. In normal operation, the processor autonomously issues voltage control requests according to this calibrated curve using the serial voltage-identifier (SVID) interface. Altering the voltage applied at the processor/chipset causing operation outside of this calibrated curve is considered out-of-specification operation.
Please be informed that the maximum Voltage Range for Processor Operating Mode is 1.72V. Your i9-13900k running at 1.412V with 35 up to 38 ℃ on idle is still normal as its within its operating specifications.
Regarding the temperature aspect of your overall system, it is composed of multiple factors such as ambient/environment temperature, internal temperature (inside your system chassis), cooling solution capabilities, to give a few.
