What is up with the Intel M3-6Y30 CPU?

What is up with the Intel M3-6Y30 CPU? How can an i7 chip operate BELOW 1GHz? I almost bought a laptop with this CPU and glad I double checked as I would have been very, very disappointed with this purchase. an i7 CPU operating at 0.9GHz seems like an oxymoron! Just look at these tests, (link below) the results are absolutely disgusting! I don't get it. Can someone please explain why this chip exists in laptops and desktop PC's?

The Intel® Core™ m3-6Y30 belongs to a new family of fanless processors. They are intended for clamshell notebooks (razor thin and fanless designs for ultra mobility and tablets.

There are 3 models available: m3, m5 and m7. All of them are ultra low voltage processors.
