Why I have always low frequense 798-802 MHz in all programms?

Intel Core i7 7700HQ

Notebook works slowly. Frequense was tested by 2 programms.

Intel Diagnostic Tool didnt show any problems.

Have you updated the bios?

Also, you should contact HP for support with their laptop.

Thank you for posting on the Intel communities.

If you have tested the processor with Intel® Processor Diagnostic Tool and there is no problem with the frequency then perhaps the issue lies within the operating system itself. It is recommended to contact the system manufacturer (HP*) to check if the issue is reported with any diagnostic tool they have.
