Why is Turboboost causing failure to boot and BSOD?

I have a Dell XPS 13 with an 8th Gen Core i7 processor. About six months ago I started getting failures to boot and/or blue screens after boot. It would either BSOD or get stuck at the Dell loading screen on startup.

 

I was able to get this to stop by disabling Intel Turboboost in the BIOS settings, but I have no idea why. The BSOD errors were IRQ_LESS_THAN_EQUAL or DRIVER_OVERRAN_STACK_BUFFER. 

 

Why is Turboboost preventing this error and what could the root cause be?

What version of Windows 10 are you running? 1809?

What is your processor model number?

 

You need to work this out with Dell support and THEIR BIOS.

Looks like other people are having (or have had) this problem with no help from Intel. https://forums.intel.com/s/question/0D50P0000490NpNSAU/bsod-from-turbo-boost-max Very disappointing. My warranty ended about a week.or two before this started.
