I search intel processers categories specifically this page: Intel® Processor Names, Numbers and Generation List , it states that mobile HX series CPUs are unlock but when I try to OC on Throttlestop or XTU, it shows that my CPU is lock and unable to overclock, I don't seems to find a tab in my bios that enable it too.

Please keep in mind that there are some processors that are not supported by the Intel® XTU.
In this case, your Intel® Core™ i7-13700HX is not listed as a supported processor. You can verify the information here: How Do I Know if My Intel® Processor Is Supported by Intel® Extreme Tuning Utility?
Please note that the information is constantly changing as the new generations come, so it might change.

I know that it is not written on the XTU download page, but my question is that why Is my CPU in spite of being a HX series could not overclock or undervolt using any software, including software not from intel, like ThrottleStop? I chose this laptop because it is a HX series and based on the link I send above and the link you included in your reply both say that HX series allows overclocking.

We apologize for any confusion this could have caused, the information says: Intel® Extreme Tuning Utility only works for Intel® Core™ processors that include the letters K, KF, HK, X, and XE in their processor number. Refer to How to Identify Your Intel® Processor.
Please keep in mind that Intel does not comment on or provide recommendations regarding competitor's products, our vendors, suppliers, or customers.
In this case, we highly recommend contacting the system manufacturer to check the settings in case there is something preventing your computer from being overclocked.
