Why is my i7-3632QM stuck on 1197MHz?

My slightly older(using it just for movies) Lenovo ThinkPad E540 with i7-3632QM is stuck at 1197MHz exactly...anyone knows what the problem might be?

Your processor is no longer supported.

With its age, the thermal paste has likely dried out. Replace the thermal paste, and (using a can of air) make sure you remove any dust blocking the heat sink and exhaust.
