So ive got this i5 9400f and i use it to play games and its running at 100% all the time while im playing why is it like that

When im not playing its working at very low %
dont know the specific Windows version but did download the latest update a few days ago
im not at home so dont know but i got a asus z370-p motherboard
and i havent overclocked anything on my pc

its not the serial number for the motherboard right?
