Windows 10. Why does 12600k park so many cores? Cores are not fully hyperthreaded

using Windows 10.

 

under normal usage, the cpu is not hyperthreading properly

or is this expected behavior?

 

If i disable the e-cores on the 12600k, all p-cores are fully utilized. I have 12 hyperthread cores.

if I leave e-cores enabled, I virtually have only 10 cores.... 6-non-ht p-cores, and 4 ecores.

 

it looks as though hyperthreading is effectively disabled when the e-cores are used.

what's going on here?

 

When e-cores are disabled, hyperthreading returns to  normal...
