I understand that you are seeing a difference of frequency in Windows 11 and in Windows 10 (please correct me if I am wrong). Could you please elaborate more on this?
The maximum turbo frequency for the Intel® Core™ i9-9900KS processor is 5.00 GHz according to the specifications page (https://ark.intel.com/content/www/us/en/ark/products/192943/intel-core-i99900ks-processor-16m-cache-up-to-5-00-ghz.html)

9900KF installs Win11 again and uses XTU 7.6.0.37 version,the performance and frequency are correct.
I don't want to test this strange frequency up and down version anymore, I don't want to let my CPU core frequency fluctuate like an ocean wave, I look forward to amore complete XTU version, and I hope intel will be brilliant again.

In order to work on this, could you please confirm if you are trying to overclock the processor or if Intel XMP is enabled in BIOS with a configured memory speed?

I am glad to know you are able to get the right parameters with version 7.6.0.37, in case you want, we can still work on this issue with version 7.7.0.12. Since the thread is now solved, we will proceed to close it.
