XTU package temperature range changing randomly between 0-85 0-95

While using XTU i noticed that sometimes the range in package temperature was 0-85 and other times 0-95. This impacts my performances because the the range is lower i always get thermal throttling and lower clock speed. In the past i just restarted the Pc and the range would go to 0-95 but now it's not working anymore.

So the Intel support engineers can have more information about your system, Please download and run the Intel System Support Utility (https://downloadcenter.intel.com/download/25293/Intel-System-Support-Utility-for-Windows- ) for Windows. Select all data categories and then have it generate a report. Next, have the tool Save the report to a text file (don't try to use the Submit capability; it doesn't work). Finally, using the Drag and drop here or browse files to attach dialog below the edit box for the body of your response post, upload and attach this file to the response post.

Your processor is not supported by XTU.  Only X and K processors are supported.

Sorry, your processor is not supported.   Additionally, the processor is discontinued.'

 

On the XTU download page it does say "Intel XTU may or may not work on unsupported processors."

Also i just unistalled XTU and while reinstalling it i got this fatal error, here's the file
