Xeon 3rd Gen AVX-512 frequency behavior

Does 3rd Gen Xeon Processors like the Xeon gold 6328H still have the same AVX-512 frequency behavior like the 2nd Gen Xeon Processors?

By AVX-512 frequency behavior I mean the downclocking of a core, if the core executes AVX2 heavy, AVX-512 light or AVX-512 heavy instructions.

Thank you for your patience and time, after investigating your request, we can see that these processors (3rd gen) are the first to support new Intel AVX-512 “light” and Intel AVX-512 “heavy” ISA instructions.
