Xeon Dual Core 7120N 3.0GHz working temperature and performences

I have one IBMx 3950 server with 4 Xeon 7120 processors. This is our database server with sql 2000 server installed. Last two days we have CPU usage to 100% and for almost two years that we use this server it was around 20-30%. Process that is causing this is sql server but we did nothing specific for last two days except that temperature in our server room is 35C and usually it is 22C. My question is can CPU temperature rise cause CPU speed slow down and what is normal working temperature for this processor

The maximum temperature for your Xeon Processor 7120N is 60 °C, you can confirm this information here:

If your current temperature is below the maximum, this means that your processor is running within normal specifications

Also I regards your other question in the case the processor starts overheating is not going the cause the system to slow down. The processor will shut down the system in order to avoid any damage.
