Thank you for taking the time! Very grateful. I had tried most of the things listed and updated my bios and Intel me and drivers, but still wasn't working. The only way I got it to work was to disable vmd in Bios and then do a fresh install of Windows. Ridiculous that I had to, but it is what it is. Now I'm redownloading my 50 apps and 30 games......

try this:
- install latest bios
- clear cmos (system has to be unplugged for this)
- go into bios settings
- do not enable xmp profile!
- check if your bios settings are the intel recommended settings (https://community.intel.com/t5/Processors/June-2024-Guidance-regarding-Intel-Core-13th-and-14th-Gen-K-KF/td-p/1607807)
you might need to manually overclock your ram, if the default xmp profile is problematic
also, it might be drivers causing the issue when windows loads, you might want to try booting windows in safe mode
i don't have anything else, i'm just a rando, hope you find a solution if you haven't already
