This is a good question -- for Gigabyte. They are the manufacturer of this board and its BIOS. You'll have to ask them what is going wrong.

Please help us providing us with more additional information in order to better assist you:
1. Is this a new installation or your system was working before?
2. Have you tried testing different components on your serverboard? i.e. memory, power supply, etc.
3. Have you tried testing your processor on a different system?
Upon checking the list of supported processors for your GA-H77-DS3H at https://www.gigabyte.com/Ajax/SupportFunction/GetCpuList?Value=227&SocketValue=374&Socket=Intel%20Socket%201155&Chipest=Intel%20H77&Type=Chipest, the Intel® Xeon® Processor E3-1240 v2 show as compatible since BIOS version F7, please verify the BIOS version that comes with your motherboard.
