I'm a bit confused, I thought the Core i3 Clarkdales don't have VT-d support nor support ecc ram.
BUT the BIOS Release notes for version R0048 for the Server Board S3420GPLC
states:
================================================================================
R0031
================================================================================
- Added: Intel(R) Core(TM) Processor i3 series Memory Error logging support.
- Added: Intel(R) Core(TM) Processor i3 series VT-d support.
- Fixed: Add ECC error feature for Intel(R) Core(TM) Processor i3 series.
================================================================================
R0032
================================================================================
- Fixed: ECC scrub for Intel(R) Core(TM) Processor i3 series.
Note:
The S3420GPLC board supports
Processors supported:Intel(R) Xeon(R) Processor 3400 Series
Intel(R) Core(TM) Processor i3-500 Series
Intel(R) Pentium(R) Processor G6950
Can you please advise whether the i3 support VT-d or ECC reg or unbuffered ram. Thank you.

Keep in mind that the VT-d is a features enabled at a chipset level, not at a processor level, the VT-x in the other hand is a feature at a processor level.
So basically if the server board supports VT-d the processor VT-x will be capable to interact with the VT-d as well.
Please check the following link to notice that all i3 500 series processors supports VT-x:

Regarding the RAM, the processor will support RAM running up to 1333 MHz, the fact that the system will running ECC RAM or not, it will be determined by the server board.

wow, thank you for the info on VT-d.
However, I thought the memory controller on the chip also needs to support ECC?? But you're saying this is not the case, and ECC features needs to be enabled by the motherboard, correct?

I just double checked the documentation and the processor does support ECC RAM, but the server board needs to support it as well, you can find the supported RAM on page 11 of the processor datasheet at:
