high cup usage issue

i have t5500 workstation with xeon x5670 

using windows 10 64 bit 

When windows started cpu usage is about 10-15%

in 5-10 mins it wnet to  40-50 %

even not using any application  

and while doing normal tasks like browsing

it went to about 70-80%

sometimes it went to 90-95%

using task manager to see usage
