Just configured a PC with ASUS Z170M-plus motherboard and i5-6600 cpu and a little confused to enable AMT to be able to restart and control it remotely. Is there an additional utility that has to be installed, not sure.

AMT capability is provided through the Intel Management Interface (MEI) firmware which is part of the mainboard's BIOS. Usually, the BIOS of consumer mainboards contains a MEI firmware that doesn't provide that capability, since it's targeted at enterprise customers.
You can check if the Z170M-Plus supports AMT with HWInfo; within the system report it generates, check the Motherboard > Intel ME section.
