i3-10100 - problem with drops of performance in programs and noise of the cooler

Dear Intel Community,

I have problem with my computer. I notice occasionally drops of performance. For example in Mozilla Thunderbird when I write mails my cursor is freeze for one or two second and I can't see in this moment what I wrote. So this is freeze when typing. In this time I have also runned youtube video in the background but this works ok, no stopping. I have also problem with performance sometimes in LibreOffice Calc. Very huge problem when I watch document and want to scroll the slider in right or left.

I don't know what is the problem and how I can diagnose this?

This is my specification:

CPU: i3-10100
Motherboard: Gigabyte H410M S2H

Disk: Kingston A2000 500 GB NVMe
RAM: 2x 8 GB 2666 Mhz
PSU: Seasonic Focus GX 550W
OS: Windows 10 20H2 64-bit

Can you help me with diagnose? How I can do this?

Second problem very frustrating me. I have problem with my Intel cooler. This is strange noise. I had in the past Intel product and this works normally but this cooler is very noise. This sound is strange. I thinking now about RMA for Intel cooler. Maybe Intel can send to me new cooler? I don't want to send CPU or cooler because if I will send to you I don't have second cooler so this will be stop work of my PC. Can you help me?

EDIT: I changed my power plan to "performance" and now in the IDLE my CPU have enabled Intel Turbo Boost but I noticed that sometimes my frequency is dropped below 3,8 Ghz. It is normal or this is issue?

I would like to download and test my processor with this software --> Intel® Processor Diagnostic Tool but I can't see SHA256 checksum for .msi installer. Why you only upload outdated MD5 checksum?

Yours faithfully,
Piotr

Dear Mr DeividA_Intel,

Some minutes ago I sended to you by e-mail my files from reports. Both from SSU and IPDT. Can you look at these files? I hope that this is helpful and you can help me.

Yours faithfully,

@DeividA_Intel I maked some videos from gameplays in popular games. Can you look on it?

1) CS:GO

https://youtu.be/f1_LoodNzkk

https://youtu.be/XIFxJvvntNI

I have a lot of problem with drops of performance in CS:GO. You can see this example in video from first link in 0:39-0:42 or in video from second link in 0:24. These drops very frustrated me.  Like you know I have also drops in programs like browser etc.

2) Portal

https://youtu.be/77DcjOqKIeo
https://youtu.be/locDi0pdduM

In Portal I have very low performance. In 1080p and max settings sometimes I have only 15 fps. This is old game and I don't know if it normal performance for i3-10100 with iGPU UHD 630.

3) Portal 2

https://youtu.be/t-x-H_Fq5Yw

4) Left 4 Dead 2

https://youtu.be/S8F13nEmJmQ
https://youtu.be/GZAWTinayJM

You can see in second video that performance in max graphic settings is horrible. This is old game so I don't know if it is problem with low performance of UHD 630 or CPU itself. Is it normal?

I also uploaded some videos with defective cooler which comes together with i3-10100. I sended links to Mr Maikel.

I hope that these videos helps and you can tell me if performance in games are normal or not. I know that drop performance in programs is not normal but I must know if overall performance is okay or not.

Thank you.

@DeividA_Intel can you tell me what is CPU VAXG? I noticed in Gigabyte System Information View that this voltage is strange. Sometimes value of VAXG is 0 and next this can be 0,77V, 0,34V.

This week I will try to update BIOS. I noticed that I have problem with frame rate and I think that this can be problem with iGPU UHD630 because drops are very noticed. If I watch youtube video and scrools website when I change quality to 480p everything is smooth but if I will play 1080p video this cause low frame rate in the website. Strange thing.

Hi Piotr. I recently purchased the same setup and I have the same problem. Could you solve it?

I think I found the cause of the problem. Testing everything in different games I found that the drop in fps occurred when moving the mouse, either playing or moving it in circles in the menu. My mouse is a HyperX PulseFire Core and the solution I found is to lower the Polling Rate from the mouse software from 1000 to 250 or less. After doing this the fps drops disappeared. I hope it serves you and sorry for my English. Greetings

@Levianth my problem is not only with drop FPS in games. I also have problem in normal programs like browsers.

Mine too, whenever I moved the mouse the performance would go down illogically. Lowering the Polling Rate solved all the problems. I'm sorry I couldn't have given you the solution

@Levianth I have Razer Deathadder 2013. Where I can find this settings? I don't have installed Razer Synapse now. I had factory settings. I only changed mouse sensitivity to 800 or 1000 dpi. I don't think so that is the problem.

I have this problem when I fast scrolling documents like excel or word (LibreOffice Calc or Writer because I don't have Office package). I also had problem in browsers but from one month I don't have this problem after new BIOS update for my motherboard so I don't know if it was problem with BIOS but maybe this issue still exist. This was occured very rare but existed so I think that now is it also.
