OK, I'll bite; what issues are you referring to?

I think it the rectangular marking on the top (looks like the marking of a basic cooler with one of those fixed thermal pads on it) and the marking in the middle of all the contact points at the bottom (looks like it has been socketed once).

If it was bought from a shop that also builds pc's it might have been tested or build-in and was the wrong one and replaced it. I would not be very surprised if those marking where on there. If bought on-line...... I would request a return and buy a new one.

I bought new processor with intel factory sealed stickers.

If is was still factory sealed then it is likely one of those CPU's that are tested every XXX number of produced CPU's.

If you have any doubt about its condition, return it for a refund or get a replacement.

Asking in a support forum for something that we cannot physically examine is the worst kind of buyers remorse.
