My i5-10400F core boostfunction isnt avaiabl/active (somehow) unless start of system.
It isnt sightable in the taskmanager or the msi-center, the frequency of this cpu shoud be 4,3 but its only at 3,98ghz in taksmanager and 4000mhz in msicenter (while high graphic gaming), unless at the systemstart, and sometimes for no reason (i cant archive) at 4100mhz (but no4,3..).
it doesnt give me 4300 like it shoud be...
any updates i can take ? or tips like reset bios/system ?

In reference to this scenario, it is important to mention that the Intel® Core™ i5-10400F processor has 2.90 GHz as a base frequency. When the Intel® Turbo Boost 2.0 kicks in, depending on the workload, the unit could reach up to 4.30 GHz, but that does not necessarily mean that it will reach that value for sure since every processor, even if it is the same model, works differently. The fact that the unit sometimes reaches 4000mhz or 4100mhz means the Intel® Turbo Boost feature is working correctly:

In order to rule out a possible hardware problem with the Intel® processor, please install and run the Intel® Processor Diagnostic tool, it does an overall test on the unit and if it passes the test it means it is working properly:
We also recommend to get in contact directly with the manufacturer of the board to make sure the latest BIOS version is currently installed in your machine or to gather the instructions on how to update it.

In dektop and start scenarios the max frequency is 4,1,(sometimes, but only for less then 2sec)
ive never archived the promised 4,3. (not even in gaming)
While high graphic gaming/high workload the max frequency is 3,98 somehow.
Why is it even lower and not archievable in gaming but in desktop ?
Why is it boosting more in desktop and browsing then gaming ?
And Coud you tell me when its boosting ? under which circumstance , and till/under which temp or percentage (usage) ?)
Have run the test and there isnt any problem.

Perfect, it is great to hear that the processor passed the test since that means we can rule out a possible hardware problem with the unit.
Yes, in this case, it is essential to mention that the unit could reach up to 4.30 GHz, but that does not necessarily mean that it will reach that value for sure, there is no promise that the processor will get to that point. Regarding your third question, you can tell that it is boosting every time the processor reaches a clock speed higher than 2.90 GHz, which is the Processor Base Frequency, keeping in mind the turbo boost feature kicks in automatically depending on the load of work detected by the system.
In reference to your last question, the T-junction of the Intel® Core™ i5-10400F processor is 100°C, any temperature result lower or equal to that value is considered normal and expected for this model:
