i5 13600k Underperforming

Hello,

I bought a i5 13600k about a year ago, I noticed underperforming since the first day.

I did notice a slight improvement over my very very old cpu and I was a bit dissapointed in the "upgrade". I was expecting much more improvement.

Thats when I went over to youtube to look at some benchmarks on the same games. same settings. same gpu as me. I noticed that their benchmarks were so much better than mine.

To try and find the issue and fix it - I bought a new MOBO (twice Z690 and Z790), new ram, updated the bios for the MOBO (running the newest patch right now), New PSU, factory reset my pc... did the whole thing. I even returned my first 13600k for another, (thinking I had a faulty cpu) and I still got the same underperforming.

I know on my pc its a cpu issue since my gpu is only at 50% and the cpu is at like 60-70%.

(I only play video games that was my sole purpose for upgrading the cpu).

( cpus dont need to reach 100% usage to bottleneck for GAMING).

This is not a cooling issue, my cpu under gaming load is always around 60-70cMAX, and under stress testing 85-90cMax on 100% stress usage,

I have tried everything. I've reinstalled windows, ive tried undervolting, ive tried overclocking, Everything in the books. I dont know whats wrong because ive tried different cpus and motherboards and I still dont get the performance a i5 13600k should be doing. I get 19000 on cinebench no thermal throttling. (Should be getting around 24000)

I get MAX gaming on the lowest settings 1080p 130 frames and get dips and doesnt feel smooth. keep in mind my gpu 6800xt is only at 40-50% usage during this. (call of duty and should be getting at least 200+ on 1080p and thats what the others get on their yt benchmarks in 1440p)

Can anyone help me with this?

Thank you!
