I recently built my first PC using the Intel i5-6500 CPU. I noticed it is http://imgur.com/a/qA3bb dramatically underperforming performance tests, and figure something must not be set up properly. What do I need to do to get the CPU to perform as expected?

I've also noticed the CPU is running at relatively http://i.imgur.com/QXL1O2I.png high temperatures. Could this be the cause of the performance issues?
I've double checked that I have the proper drivers installed, and that the stock fan that came with the i5-6500 is positioned correctly.

Thank you very much for providing that information.
Normally when the processor passed the Processor Diagnostic Tool that means it should be working fine because it is a very reliable tool, however as you mentioned before it seems to be getting a little overheated.
When the PC gets overheated normally it will get freeze or it will start to throttling, eventually if it gets too hot it will go off by itself, those are the symptoms of overheating, the performance tests are usually done by 3rd party tools and the results are not always that accurate, so when you say that the processor is not performing properly you mean the PC is having those issues or it is doing something else? Please provide a description of the problem.
A BIOS update will be a good thing to try, on the following link you will find the file to do that:
