what are the normal temps like at idle (or) browsing web for i5-8400 processor

That depends upon (properly applied) cooling solution. You should be able to achieve high 30s or low 40s with good liquid cooling or heat pipe solution.

my temp are at 29c to 45c when iam like browsing.
