No, not discontinued:

https://ark.intel.com/content/www/us/en/ark/products/134900/intel-core-i5-9600-processor-9m-cache-up-to-4-60-ghz.html

You can compare all four here:

Probably the PC and laptop manufacturers are getting them first, before they go into the retail channel.

This processor was announced a year ago and has been available for quite some time now. Because most sales are in the retail channels, availability is subject to the laws of Supply and Demand. The less-capable i5-9600 is in far lower demand than the i5-9600K and this can affect its availability. I suggest you ask your storefront about availability and ordering if not stocked.

I want non-k version because it have 65tdp and 9600k have 95w tdp.

Also which on is better in performance 9600 or 9600k ? Acorrding to cpu passmark list 9600 is slightly better.

That's an outlier. The K parts always have higher base clock frequencies (a benefit of the higher TDP) and thus will always have higher performance at the individual core level. Passmark scores are skewed by other factors of the system (motherboard, BIOS configuration, memory speeds, etc.).

If you don't want the higher TDP, go with the 9600. The boxed 9600K will also require a separate cooling solution whereas the 9600 comes with one.
