My system is
i7 10700k , asus tuf z490 plus , asus tuf rtx 3080 , asus rog strix lc 240, asus rog strix 850w gold plus and corsair 16 GB 3200 cl 16 ram windows 10 pro 64 bit
After opening my pc , i open asus ai suite and watch temps,fans rpm and cpu frequency...
My pc cpu frequency is 4800mhz. at idle .I dont use any program or not open anything but core frequency is 4800mhz always.Sometimes it drops to 700 then in a second it jumps 4800mhz again.What is the problem?Is it normal?.All bios settings are normal.

I respond to myself...
5.1ghz is the top for one single core. When the cpu is running under "normal" conditions (games, video encoding, stress tests) it always do with all cores enabled, which top speed is 4,8ghz.

I have the same issue but I just noticed it today so trying to figure out the cause(software possibly?)
I have I7-10700k , MSI MEG Z490 UNIFY , G.Skill 16GB DDR4 4000 , EVGA GTX 1080TI , Corsair ICUE H150i Elite Capellix , EVGA SuperNova G2 850W power supply , Samsung 1TB 970 Evo Plus , Samsung 1TB 850 Evo
I have ICUE software installed for AIO, Precision X software for Grfx, HWMonitor to monitor everything plus Logitech ghub for mouse.I also tried Intel XTU to see if it would help set clocks to normal
either way prior to stuck clocks would idle around 800Mhz and 2 core would clock up to 5.1 while others were between 4.8-5.0 and now it sits at 4800 Ghz idle and clocks up to 4900Ghz in use ?
