i7 860 2.8ghz. Drops fps in league of legends

My cpu is i7 860 2.8 ghz and i get fps drops in league of legends.Is my cpu old for league of legends or it has low ghz? League requirements is cpu 3.0 ghz.Please answer me and help me!
