i7 9750h running at 4 ghz

hi i have a msi ge63 raider rgb 9se with an i7 9750h its running all 6 cores at a near constant 4ghz base speed is suposed to be 2.6  ive turned off speed shift in the bios  iny ideas wwhat too do or is it normal

To understand better your issue, please confirm the following:

1. Have you made any changes to the BIOS settings before the issue?

2. What is the BIOS version installed?

3. Is this issue present on idle or while gaming/using apps?

4. What is the operating system installed as well as the version and build?

5. Is this issue recent or is it present out of the box?
