What's wrong? Possibilities:
1. The block is improperly attached to the processor.
2. The TIM (heatsink paste) has failed, is insufficient or is improperly applied.
3. The cooling unit is improperly attached to the motherboard's fan headers (two should be connected for many liquid cooling units).
4. The motherboard's fan speed control subsystem is improperly configured or insufficient in its response to rising temperatures.
5. The motherboard has a problem.
6. (Unlikely) The processor has a problem.
Hope this helps,

Yes Thanks. Is the cooler is preferable for this?

I don't think (and didn't say) that the cooler (itself) is insufficient or not preferable. I think that there is something wrong with the setup.
