I have never used the tool before and I don’t remember if it was pre installed.
I have MSI afterburner installed for the gpu.
I don’t use any antivirus.

Thanks for the confirmation. Based on your issue, please try the following:
1. Reboot your system and rerun the Intel® XTU installer.
2. Uninstall Intel® XTU by following the "How to Uninstall the Intel® Extreme Tuning Utility (Intel® XTU)" article. Then, proceed to reinstall it.
3. Make sure you have the latest BIOS version installed. You may want to contact the board manufacturer to ensure this.
4. Try a fresh Windows installation.

Run the Intel® System Support Utility (Intel® SSU) to gather more details about the system.
- Download the Intel® SSU and save the application on your computer: https://www.intel.com/content/www/us/en/download/18377/intel-system-support-utility-for-windows.html
- Open the application, check the "Everything" checkbox, and click "Scan" to see the system and device information. The Intel® SSU defaults to the "Summary View" on the output screen following the scan. Click the menu where it says "Summary" to change to "Detailed View".
- To save your scan, click Next and click Save.

Thanks for your patience. I would like to let you know that to maximize the overclocking experience and utilize the full functionality of XTU. For an i9-10900K Intel recommends using a compatible Overclocking (OC) Chipset (Z) like the Z490 or Z590. All other chipsets do not support overclocking.
Also, make sure that you are using the latest Intel Extreme Tuning Utility (XTU) version 7.11.1.5. Let me know if you are using this version.
For signature validation errors in general, you may try to uninstall Intel® Extreme Tuning Utility (Intel® XTU) and then manually delete the c:\program files\Intel(R) Extreme Tuning Utility\ directory. However, that would require you to be an admin and to be very careful not to delete any other program folders by default.

If the issue persists, please run the Intel® System Support Utility (Intel® SSU) and share the report:

2. Did you try a clean reinstallation of the operating system?

I won’t do a clean installation of the OS just because your software doesn’t work.

Thanks for your time. Based on the steps performed so far, I recommend you try the following:
1. Reboot your system and rerun the Intel® XTU installer.
2. Uninstall Intel® XTU by following the How to Uninstall the Intel® Extreme Tuning Utility (Intel® XTU) article.
3. Download and install the latest version of Intel® XTU.
4. Make sure you have the latest BIOS version installed. You may want to contact the board manufacturer to ensure this.
Admin permission is required for this step: manually delete the c:\program files\Intel\Intel(R) Extreme Tuning Utility directory. Be very careful not to delete any other program folders by default.
5. If the issue persists, update Windows or try a fresh Windows installation.
If the steps don't fix the error message, then unfortunately, this error could be an indication of a Dynamic Link Library (DLL) file mismatch. These files are an essential component of Windows and many programs and applications on a computer.
DLL files exist in different versions and don't contain any instructions, they can be difficult to find or can be corrupted. Sometimes, a simple reboot will fix the problem. Other times, it may take an OS update or fresh install. Since you changed the system components, it is likely the case.
