I understand that you want to inquire on the low frequency that your Intel® Core™ i7-7820X X-series Processor is displaying.
In order for me to assist you better, please provide me with the .txt file that the System Support Utility will generate. To attach a file, you must click the "Attach" option on the bottom right-hand corner of the response box.
As you may know the base frequency for this device starts at 3.60 GHz and cab be increased automatically by the system to 4.30 GHz.
These values may change due to the fact that this is a dynamic feature that will increase or decrease depending on the task that you perform and the resources consumed by the system in that moment. The fact that the processor is showing up a frequency of 1.2 GHz captured our attention, however we do not think that it is a sign of a defective CPU.
However we would like you to get in touch with your motherboard manufacturer, and check for BIOS updates, is the BIOS is not up to date, it may affect the readings of the values on the CPU.

In this case a reason for CPU not running on stock speeds could be an actual energy save feature on the actual OS or board.
I strongly recommend checking the power plans of your OS since somehow it could be set up to "Low" performance as a default, something that you can actually change to "Max" performance through the power plan settings of your OS.

I can totally assure that based on your report, your system is totally fine, however if you want to make sure that everything is set up properly at a OS level please go ahead and review the settings from your power plan.
